The proposed brownfield site is approximately 0.96 acres (0.39 hectares) in size and is located to the north of Pendel Road and west of the junction to Highmoor Park. The tree-lined site to its north east and south east boundary is situated within easy walking distance to Clitheroe town centre with good footpath links for pedestrians and public transport links to the train station and highway network.

The proposals are for a three-storey residential care home with en-suite bathrooms includes a cinema, hair & nail salon, café/bistro, dayspaces with varying functions for residents, and other ancillary facilities.

To the rear of the site, a large, secure garden for the residents and further planting to enhance the area and improve biodiversity has also been proposed.
