Muller Property Group is pleased to announce the return of Paul Emms MRTPI to the business in the role of Planning Manager.
Paul brings more than 20 years’ experience in planning and development, with specialist expertise in the residential sector and a strong track record of securing planning permissions and delivering strategic land projects.
Having previously served as Planning & Land Manager at Muller, Paul returns after broadening his expertise delivering independent consultancy work through Embassy Planning. In this role, he advised on and delivered complex planning applications, appeals, and site promotions, with a particular focus on housing, industrial, and care home developments.
Paul’s career includes senior positions at Gladman, Harrow Estates, McLoughlin Planning, and Urban Vision, where he was responsible for the preparation and management of large-scale planning strategies, policy representations, and heritage-led projects. He is a Member of the Royal Town Planning Institute and is recognised for his analytical skills, clear communication, and ability to navigate the planning system to secure the best outcomes for stakeholders.
In his new role, Paul will work closely with the senior leadership team to assess land opportunities, manage the promotion of strategic sites through the planning system, and help drive Muller’s growth in both strategic land and care home development.
