Muller Property Group has submitted an outline planning application to Stafford Borough Council for Phase 2 of residential development for up to 71 new homes, including affordable homes, with associated infrastructure, landscaping, and the creation of a new country park to the north of Eccleshall, Staffordshire.
The Phase 2 proposals are an extension to the completed residential development of 24 affordable homes delivered as part of Phase 1 at The Burgage.
The 14.6-acre site is located on the northern edge of Eccleshall, immediately adjacent to existing residential areas at The Burgage and King’s Vale. Its location ensures convenient access to Eccleshall Local Centre, just 350 metres to the south-west, which provides a wide range of facilities and local amenities. The site is also within easy walking distance of parks, play areas, churches, and bus stops, offering strong links to local services and sustainable modes of transport.
The proposal is designed to provide a diverse housing mix, ranging from maisonettes and terraced homes to semi-detached properties. 40% of the dwellings will be designated as affordable housing, supporting first-time buyers, families, and those who otherwise face barriers to accessing the local housing market.
Vehicular and pedestrian access will be provided from The Burgage. Existing landscape features, including the pond, tree groups, and boundary hedgerows, will be retained and protected wherever possible.
A key component of the scheme is the creation of a 9.4 acres new country park on the northern half of the site. This space will include new planting, pathways, and visitor parking, delivering a valuable recreational asset for the whole community. Extensive landscaping across the site will provide new trees, species-rich grassland, and scrub. The Biodiversity Impact Assessment confirms that the proposal can achieve a 17.79% net gain in habitat units, a 32.15% net gain in hedgerow units, and a 15.6% net gain in watercourse units.

The proposal comes forward at a time when Stafford Borough Council can demonstrate only a 3.65-year supply of housing land, significantly below the five years required under national planning policy. The Government has set out a target of delivering 1.5 million new homes by 2030, meaning that sustainable sites such as The Burgage are critical in addressing both local and national housing challenges.
The Burgage site represents a logical and sustainable extension to Eccleshall, delivering high-quality homes in a location with strong access to services, public transport, and community facilities. With its focus on affordability, sustainability, and green infrastructure, the development has been designed to meet the local needs of the town.
