Muller Property Group has submitted an outline planning application to Rutland County Council for a high-quality residential development of up to 73 homes on land at Stapleford Road, Whissendine.
The proposals form a second phase of development following the successful delivery of Phase 1 immediately east of the site, which received outline planning permission for 66 dwellings in December 2022. This second phase will be accessed via the approved junction from the first phase and is designed to complement the existing settlement edge.
The application includes a mix of one- to five-bedroom dwellings, incorporating apartments, townhouses, and family homes, alongside public open space and associated infrastructure. The proposals provide a minimum of 30% affordable housing, supporting local housing needs and delivering a sustainable, inclusive community.
The site, comprising approximately 9.44 acres (3.82 hectares), sits on the northwestern edge of Whissendine and is bounded by existing housing to the south and east, with open countryside to the north and west. It is sustainably located within walking distance of village amenities including the primary school, shops, Post Office, pub, sports club, and village halls. Pedestrian and cycle links are proposed to enhance active travel to and from the village.
The layout has been informed by extensive technical studies, including landscape, ecology, and transport assessments, alongside feedback from the community and council officers during the previous application process. Key design principles include retention of hedgerows and trees where possible, creation of new habitats and public open spaces, and integration of sustainable drainage systems. The development will also meet the Future Homes Standard for energy efficiency and incorporate electric vehicle charging infrastructure.

Muller Property Group has undertaken pre-application engagement and public consultation to ensure the proposals reflect local priorities and the character of Whissendine. The site lies within Flood Zone 1 and is not subject to any heritage or ecological constraints, making it suitable for residential development.
The proposals deliver significant economic, social, and environmental benefits, including construction employment, increased local spending, community infrastructure contributions, improved access to green space, and new housing in a sustainable location.
The application is submitted in the context of a recognised shortfall in Rutland’s five-year housing land supply, which activates the presumption in favour of sustainable development under the National Planning Policy Framework. A decision by Rutland County Council will follow a statutory consultation period.
