Muller Property Group has submitted a full planning application for a purpose-built care home at Goch Way, Charlton, Andover, designed to meet the growing demand for specialist elderly care in the area. The development will provide high-quality, purpose-designed facilities for residents requiring end-of-life care, dementia support, and complex health needs.
The proposed development will help meet a growing shortage of modern care accommodation for older people in Andover and the wider Test Valley area. Independent evidence submitted with the application shows local care homes are operating near full capacity, with very limited new provision in the pipeline to meet rising demand from an ageing population.
Across Hampshire, care services continue to face pressures from delayed hospital discharges and a lack of suitable long-term placements close to home — challenges that place extra strain on families, local authorities and the NHS.
Muller’s proposals aim to address these issues by delivering a high-quality, sustainable home designed to support residents as their needs change. The proposed care home will comprise a part three, part two-storey building with 70 en-suite bedrooms, arranged in small household groups, each with its own lounge and dining space to create a comfortable and familiar environment. Shared amenities will include activity rooms, quiet spaces, visiting areas for families and friends, and landscaped gardens designed to encourage outdoor activity and social connection.
Accessibility and sustainability are central to the design, which features level access, wide corridors, lifts, dementia-friendly layouts and secure, green outdoor spaces. The development also targets strong energy performance, with appropriate drainage and green infrastructure integrated into the plans.

The site spans approximately 0.54 hectares, formerly horse paddocks and stables, and benefits from a gently sloping landscape, existing access from Goch Way, and proximity to Peril Lake. Careful consideration has been given to landscaping, tree preservation, and environmental sustainability, creating a safe and welcoming environment for residents and staff.
Once operational, the care home will help address the Borough’s growing need for elderly care beds, particularly for residents aged 85 and over, a demographic expected to grow by 63% by 2040. The development will also support housing efficiency by providing specialist accommodation and freeing up family homes across the area.
